Bid Description:
In 2017, Governor Scott delegated authority to the Agency of Natural Resources (ANR) to administer Vermont’s allocation of the Volkswagen Environmental Mitigation Trust (EMT). Based in part on input from the public, other state agencies and the legislature, ANR has determined that a portion of the funds from Vermont’s allocation of the EMT will be allocated to a pilot program for the purpose of evaluating the feasibility and cost-effectiveness of electric school and transit bus operation in Vermont. All aspects of this pilot program must reflect the goals and priorities outlined in the Beneficiary Mitigation Plan (BMP) and comply with the requirements of the EMT agreement. The Department of Environmental Conservation (DEC) is seeking proposals for the administration of an electric school and transit bus pilot program in Vermont. This RFP is not for the selection of vehicle or equipment vendors or Project Partners related to this program. A single program that combines school and transit bus deployment will maximize administrative cost effectiveness. The pilot program is expected to be completed within a two-year timeframe and must include a minimum deployment and data collection period of twelve (12) months. Up to $1.915M is available for the full program set-up, implementation and reporting of the pilot program, of which up to $175,000 will be available for the program administrator’s costs associated with administering the pilot program.
