Bid Description:
The purpose of this Request for Proposal (RFP) is to solicit applications that will enable the Vermont Department of Health (VDH), Division of Health Promotion and Disease Prevention (HPDP), Vermont Tobacco Control Program (VTCP) to select the most qualified applicant to provide statewide, integrated telephone and web-based tobacco use cessation services that can also be used separately, with both services incorporating nicotine replacement therapy (NRT), and text messaging to assist tobacco users in quitting. Anticipated contract period will be June 27, 2016 through June 26, 2018, with option to renew for two consecutive one year periods. The option to renew will be based upon performance of the contractor and continued funding. The VTCP has offered phone tobacco cessation services since 2001 and an on-line web based tobacco cessation service since 2004. These services are currently being offered using the same contractor for both services. Therefore, the VTCP is looking for a contractor to demonstrate experience in providing a state tobacco control program for telephone cessation and web-based services, NRT provision, and texting support. Applicants must demonstrate the following minimum requirements: • Two years of demonstrated experience and success in providing both telephone based cessation counseling and on-line cessation based services. • Successful experience in serving as a contractor for a State Quitline responding to calls which originate from 1-800-QUIT-NOW. • Experience in dosing and supplying tobacco users with dual therapy NRT (in the form of nicotine patch, gum or lozenge among other products per contractor experience) in a timely manner. • Demonstrated experience with text messaging support services. • Contractors who have an active membership in the North American Quitline Consortium (NAQC).
