Bid Description:
The mission of the Department for Children and Families (DCF) Child Development Division (CDD) is to improve the well-being of Vermont’s children, working in partnership with families, communities, schools, providers and state and federal agencies, to ensure access to high quality, economically viable child development services. One of the most important ways the CDD helps to increase accessibility to child development services is by providing support for transportation services for children with specific service needs to get to and from child care in a safe and secure manner. The Child Development Division budgets approximately $1 million annually to provide transportation for children eligible for Specialized Child Care to get to and from their child care setting. This includes children who have been determined eligible for the CDD Child Care Financial Assistance Program (CC FAP) with a Protective Services, Family Support, or Child with Special Health Needs service need. Transportation provided through CDD ensures that children at high risk, in custody or that have a developmental delay have the ability to access child care and receive the necessary services to improve their well-being. Authorizations for transportation are made and approved through the Children’s Integrated Services (CIS) Child Care Coordinator in accordance with the Child Care Financial Assistance Program (CC FAP) transportation regulations. Presently the CDD/CIS supports transportation through two distinct means: 1. Formal Agreements: Five formal contracts with “large” transportation providers where adult supervision and support are provided on the designated vehicles and agreements include specific expectations around staff training and background checks, and limit a child’s ride to less than 45 minutes to get to and from their destination. 2. Informal Agreements: Twenty-one “informal” transportation providers who are identified regionally and approved through the CIS/CDD, which includes a background check. This number of informal providers can fluctuate throughout the year depending on the need for transportation.
