Bid Description:
The Vermont Department for Children and Families, Child Development Division, (hereinafter called DCF/CDD) is seeking to establish an agreement with an individual or institution that can independently, or in partnership with collaborators, assist the DCF/CDD with its goal of evaluating the effectiveness of the Promise Communities initiative throughout the state. The Promise Communities initiative is one of 24 projects in the Race to the Top - Early Learning Challenge grant awarded to the state of Vermont by the federal Departments of Education and Health and Human Services. Promise Communities are identified geographical areas with increased risk factors that may make it difficult for young children to succeed in school and in life. Promise Communities are partnerships of the organizations and people of that area, and are committed to doing whatever it takes to help turn the curve for better outcomes, including increasing school readiness and closing the achievement gap by 3rd grade for children with high needs. Using a participatory evaluation process with an understanding of the Vermont law on accountability for population based results; the evaluator will assess the how well the projects are working. The Promise Community initiative will provide supports, such as the Promise Community coaches, financial supports, and information, to help communities at the local level, which includes at least one school, to work together across sectors – health, education, human services and community planning. With Race to the Top Early Learning Challenge funding, the goal is to reach approximately 18-23 communities in Vermont over the next three years. Communities will use Results Based Accountability to develop strategies and indicators; and use the Strengthening Families framework to engage families. A Project Director oversees program implementation with a statewide advisory team with representatives from diverse stakeholder groups. At the local level, Promise Community coaches will provide support to do a community needs assessment and develop and implement a community action plan. The proposed contract period for the Evaluation of Vermont’s Promise Communities Initiative will begin on February 27, 2015, and end on December 31, 2017. Funding for this evaluation is through the Federal Race to the Top Early Learning Challenge grant to the State of Vermont.
